VIEW Circular Regarding Screening and Identification 4.20 – PRASHAST
The PRASHAST Initiative
The initiative named \’PRASHAST\’—a comprehensive screening checklist and mobile application—is at the forefront of these efforts. This tool is designed to aid in the screening of 21 disabilities as outlined in the Rights of Persons with Disabilities (RPWD) Act, 2016. The act mandates regular surveys to identify children with disabilities and assess their needs, ensuring that each child receives the necessary support to thrive in an academic setting.
Screening for the Academic Session 2024-25
The screening and identification process for the 2024-25 academic session has already commenced. The goal is ambitious yet vital: to identify at least 3% of the student population as children with disabilities (CWDs) or children with special needs (CWSN). This target aligns with statutory provisions and underscores the commitment to inclusive education.
Implementation of PRASHAST
The successful rollout of PRASHAST involves several key steps:
- Training and Orientation: Schools are organizing orientation programs for class teachers, subject teachers, and special education teachers on the use of the PRASHAST checklist and mobile app. This training ensures that educators are well-equipped to use these tools effectively without disrupting regular school activities.
- Mandatory Use of Technology: It is compulsory for educators to download the PRASHAST Mobile App on their tablets. This app facilitates the screening process, making it more efficient and accessible. In cases where technical difficulties arise, the PRASHAST Screening Checklist serves as a reliable alternative.
- Screening and Documentation: Initial screening involves a thorough process adhering to the guidelines of PRASHAST. Additionally, schools are required to maintain detailed records of students screened, especially those suspected of having disabilities. These records are crucial for follow-up actions and support.
- Referral and Support Services: After screening, students identified with potential disabilities are referred to District Resource Centers for further assessment and to receive necessary therapeutic services. This step ensures that each child’s unique needs are met through appropriate interventions.
- Deadline for Completion: The entire screening process is to be completed by July 26, 2024, with reports submitted to the respective District Coordinators by the end of July.
- Inclusive Education Interventions: Schools are also tasked with extending inclusive education interventions to students identified through the screening process. These interventions are designed to integrate students seamlessly into the educational fabric of the school.
Conclusion
The PRASHAST initiative is a shining example of how structured screening and thoughtful intervention can significantly enhance the educational experiences of children with disabilities. By embracing technology and detailed planning, Delhi\’s education system is setting a commendable precedent in inclusivity, ensuring that every child has the support they need to succeed academically and socially. This endeavor not only meets the legal requirements set by the RPWD Act but also reflects a deeper commitment to nurturing an empathetic and inclusive society.
